  • Taiwan Semiconductor R&D; Center to Open in July
  • January 27, 1999 (TAIPEI) -- The Taiwan Semiconductor Research and Development Center (SRDC), which intends to draw up a blueprint for IC development and conduct R&D; on microchip and component technology, will open July 1.
    Fourteen semiconductor manufacturers have made various proposals to help ensure a smooth start.

    First, they requested a government commitment to support the center's R&D; expenditures for ten years, with such support estimated at a value of NT$5 billion. Second, they requested tax deductions for microchip makers that pay membership fees. And finally, they proposed that the Industrial Technology Research Institute (ITRI) lease its equipment to the center, while transferring its know-how on semiconductor production.

    Vice economic minister Yin Chi-ming said that the agency will study the feasibility of the proposals. He added that once the new center starts operating, it will help accelerate Taiwan's semiconductor R&D.;

    The microchip industry estimates that the center will spend almost NT$1 billion (US$31 million) a year. Fifty percent of this budget is to be financed by the MOEA, and the remaining half by members.

    Members of the SRDC include Taiwan Semiconductor Manufacturing Co., Ltd. (TSMC), Vanguard International Semiconductor Corp., United Microelectronics Corp. (UMC), Winbond Electronics Corp., Acer Semiconductor Mfg. Inc. (formerly TI-Acer), Macronix International, Mosel Vitelic Inc., Promos Technologies Inc., Nan Ya Technology Corp. and Asian Semiconductor Manufacturing Corp.

    As the membership fee for each company has been set at 0.3 percent of its annual sales, TSMC will become the major contributor, followed by UMC. The two companies will account for more than 50 percent of total annual fees, and will thus dominate the center's operations, industry observers said.
