Dai-Ichi Kangyo Bank to Start SECE Internet Banking

August 20, 1998 (TOKYO) -- Dai-Ichi Kangyo Bank Ltd. (DKB), a major Japanese
city bank, will provide Secure Electronic Commerce Environment (SECE)
protocol Internet banking services in 1998.

This system will offer balance inquiry and fund transfer services using
the automatic teller machine (ATM) functions of SECE, as well payment
services for online shopping using the "Single Bank Model" of SECE.
DKB also plans to participate in the pilot deployment of an online shopping
settlement system started in late July by Sumitomo Bank Ltd., Sanwa
Bank Ltd. and Fuji Bank Ltd.
DKB expects to have 30,000 users (members) at the start of its service.
The service hours for the ATM functions will be from 8 a.m. to 11 p.m.,
when accounting systems in the bank are working.
The bank seems to be preparing for 24-hour operations of its mission
critical system, and will extend the service hours after reviewing system
availability. Unlike in the United States, most Japanese banks do not
offer round-the-clock access via ATMs to user accounts.
The online shopping settlement will be serviced for 24 hours. Fujitsu
Ltd. will deliver the SECE system to DKB.
