China's MII Links Research Institutes to Market

September 29, 1998 (BEIJING) -- China's Ministry of Information Industry
(MII) plans to shake up the country's research and development institutes
to make them more market-oriented.

The MII has taken over more than 70 research and development institutes
that used to belong to the Ministry of Posts and Telecommunications
and Ministry of the Electronics Industry.
According to MII sources, the ministry will reshuffle these government-financed
institutes to transform most of them into financially independent enterprises
in the near future.
Zhou Huan, president of the China Academy of Telecommunications Technology,
said that the academy is following the new government policies to link
research more closely to commercial applications.
It already has transferred 40 percent of its staff members to Datang
Telecom Technology Co., Ltd.
In the past four years, the academy has increased its output value from
RMB190 million (US$22.6 million) to RMB2 billion.
Datang Telecom Technology attracted a record number of buyers for a single
stock when it was listed on the Shanghai Stock Exchange in August.
An official of the former Ministry of Electronics Industry noted that
in the past, research institutes mainly relied on the government for
funding, and only carried out projects that the government assigned.
